FInES Position Paper on Orientations for the FP8 for Research and Technological Development in EU
“In FP7 we built the means to understand, in FP8 we need to build the means to change.”. Targeting policy makers, the FInES Position Paper was conceived as an input to the preparation of the European Commission's orientations for the Eight Framework Programme for Research and Technological Development in Europe (FP8). It originates form the Future Internet Enterprise Systems (FInES) Cluster coordinated by the European Commission's DG Information Society and Media.
The fourth and final version of this paper focuses on the FInES domain, with a special emphasis on research, but also on policy and business-economic perspectives. Nonetheless, it takes into account the broader spectrum of ICT issues related to the orientations for FP8. It concludes on the urgent need for Europe's own distinctive approach on innovation especially concerning business values. Thus, a re-definition of the Enterprise is required, as well as a different approach to ICT research for supporting European enterprises.
The position paper makes several recommendations converging to the necessity for a European Innovation Partnership (EIP) dedicated to supporting the Competitiveness of European Enterprises through research, while suggesting several instruments for the implementation of the recommendations, as well as means for leveraging their impact.
Since November 2010 the different drafts of the Position Paper have been available for consultation to the members of the FInES Cluster and to all interested parties through dedicated dissemination. The editors would like to thank all the contributors for their valuable input and express their gratitude to reviewers and proof-readers of the document.
This FInES Position Paper on Orientations for FP8 now belongs to each community member. Our commitment and involvement are necessary to give to this document all the expected resonance.
